Undiagnosed Conditions

I have had pain about a week from a blood vein on the upper side of penis. When going trough information on internet I beleive this is an artery (A. Dorsalis penis). The vein is very stiff when feeling between fingers, and it hurts when touching it. It is also possible to feel this stiff, hurting vein when it goes inte belly above penis. Is this varix or clot of blood?

Do I have to see a doctor? Is there any treatment? Is it serious?
